I don’t know if you’ve read Zuko’s info page in the game ‘Welcome to Republic City’, but it says, “Three years ago, Zuko turned over the reins of the Fire Nation to his daughter. Officially, he’s retired, but unofficially, he still travels the world as an ambassador for world balance”. That means it’s possible they might show him in Book 2:) ,
